This position will support the Federal Government's response efforts to COVID-19 Duties include, but may not be limited to:
Greets patients and reviews computer or paper orders for laboratory work; Provides education to patients for proper collection techniques; Answers incoming calls for the laboratory service - finding and relaying accurate information or referring the caller to technical personnel; Performs routine venipuncture specimen collections from human patients; Follows procedures for patient identification, sample procurement, and specimen labeling; Performs standard diagnostic tests/procedures such as occult blood, urine dipstick, pregnancy test; Performs maintenance and troubleshooting on centrifuges and ensures CRASH cart is adequately stocked; Processes, packages, and ships specimens to reference laboratories In accordance with current regulations; Receives and evaluates submitted specimens with shipping manifests for correct labeling and specimen type, resolving missing order or specimen problems; Loads specimens onto analyzers in Hematology and Coagulation departments and on the specimen processor in the Chemistry department; Maintains adequate stock and rotates supplies for all phlebotomy and specimen procurement procedures; Performs other related duties as assigned. This is a TEMPORARY appointment (not-to-exceed 1 year). This appointment may be renewed for additional service in accordance with Agency needs for 1 additional year. Temporary positions offer health insurance (if the employee is expected to work at least 130 hours per month for at least 90 days) but do not offer life insurance or retirement benefits and may be terminated at any time before the expiration date. The appointment to a Temporary position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment. Qualifications:
English Language Proficiency - In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. AND Selective Placement Factor (SPF):
This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). SPFs are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor for this position is:
Experience performing phlebotomy/blood draws on human patients. AND In addition to the English Language Proficiency and the Selective Placement Factor, applicants must meet one of the requirements below:

Experience:
Requires at least one (1) full year of specialized experience, equivalent to at least the GS-4 grade level, that equipped you with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is:
(a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. (Resume(s) must clearly document experience, we will not make assumptions.) -OR- SUBSTITUTION OF EDUCATION (TRANSCRIPT REQUIRED):
Requires successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled. -OR- COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED):
Requires equivalent combinations of post-high school educationand specialized experience, as described above. Note:
only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
