Supervisory Medical Administration Specialist

Planning, developing, coordinating, implementing, evaluating and reporting organizational and program changes required to meet administrative activities and program requirements based on rapidly changing directives and clinical guidelines; Managing the Business Office Outpatient Clinical support staff at the main facility and program guidance for Primary Care and community-based outpatient clinic (CBOC) administrative staff; Overseeing patient travel, patient funds, centralized call center and scheduling activities at the main facility and CBOC within the assigned sections; Ensuring appropriate coverage is provided by the EMT/Paramedics on rotating shifts for patients requiring special transportation; Establishing and maintaining quality assurance measures to evaluate the performance of employees and ensure compliance with program guidelines; Ensuring the training and cross training of employees as related to maintaining records pertinent to determination of entitlement in clinical areas and other essential tasks within the Outpatient Administrative Clinical Service Sections; Making recommendations regarding promotions, reassignments and separations of employees assigned to the sections; Ensuring that subordinates receive proper training for upward mobility and receives proper guidance in accomplishing this goal; Coordinating the various functions of the unit with other sections of the Business Office, Primary Care, Specialty Care and other outpatient staff in the medical center; Ensuring sufficiency and efficient operations and advising operating officials of the various services available to meet their needs; Providing recommendations for determining station policy, and preparing drafts or service policy statements pertaining to the activities of the section; Resolving operational computer problems and relays technical problems to the Business Office Program Application Specialist; Ensuring the protection and security of computer equipment, proper use of access codes, confidentiality and privacy of patient's records as required by applicable laws regarding patient information; Evaluating the need for positions, as well as the skills and knowledge required to perform the task assigned to the position; Evaluating the organization, grouping, and assignment of duties/responsibilities among all section positions; Making initial decisions for grievances and disciplinary matters; Determining, formulating, executing and evaluating the budgetary and personnel requirements for the sections and submitting documented justification when required; Evaluating the effectiveness of programs within the sections and keeps management informed of information vital to the accomplishment of the service goals of quality service to internal and external customers; Performing other related administrative and technical assignments necessary to achieve the goals of the Business Office, outpatient clinics and the medical center as designated and directed by the Health Administration Service; Assigning staff to achieve optimum patient care, taking into consideration abilities of staff members; Planning time schedules and certifying duty time of employees; Developing performance plans and standards that are realistic, challenging, and relate whenever possible to organizational goals and objectives; Managing the performance appraisal process; Submitting performance appraisals timely and in accordance with agency policy; Dealing effectively with employee performance problems when required and initiating resolutions to problems in a majority of the cases; Counseling employees, recognizing, and praising positive performance, and addressing areas where improvement is expected; Coordinating leave requests to ensure maximum coverage of administrative area; Coordinating with appropriate section chiefs to assure formal orientation and training programs are developed and carried out as required; Performing related duties as required Work Schedule:

This is a TEMPORARY appointment (not-to-exceed 09/30/2021. This appointment may be renewed for additional service in accordance with Agency needs for 1 additional year. Temporary positions offer health insurance (if the employee is expected to work at least 130 hours per month for at least 90 days) but do not offer life insurance or retirement benefits and may be terminated at any time before the expiration date. The appointment to a Temporary position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment. MINIMUM QUALIFICATIONS GS-11:
One year of specialized experience equivalent to the GS-09 grade level in Federal service that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience includes:
working in an environment that required the administration of business practices; knowledge of business operations in a medical environment; establishing performance standards and evaluating employee performance; determining and ensuring the proper training of staff; and communicating effectively both verbally and in writing with people from various backgrounds and organizational levels. This experience must be detailed in your resume to receive credit. Or a Ph.D., equivalent doctoral degree, 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a related field that demonstrates your ability to perform the duties of this position. Or an equivalent combination of specialized experience and progressively higher-level graduate education as described that demonstrates your ability to perform the duties of this position.
