Financial Manager (Assistant Chief)

Major duties and responsibilities include:
Assigns work to subordinates, sets and adjusts long and short-term priorities, and prepares schedules for completion of work. Incumbent gives advice, counsel, or instruction to employees on both work and administrative matters. Interview candidates for positions in the service, recommends appointments, promotions or reassignments to such positions. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level manager. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Coordinates and manages all activities of the Agent Cashiers to ensure appropriate delegation and internal controls. Maintains confidentiality of patient/employee information, both electronic and printed. Performs various cost studies and analyses for local management, such as staffing studies, supply spending, beneficiary travel reviews. Responsible for all cash received or disbursed through the Agent Cashier office in ensuring that audits occur randomly and that Cashiers are properly delegated and informed of all changes applicable to the cashier function. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Responsible for accounting, budgeting, payroll, voucher audit, agent cashier, employee and veteran travel, patient funds and general post fund functions; Oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates; Gives advice, counsel, and instruction to employees on both work and administrative matters. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
