Position
Summary: We are seeking an innovative, energetic nurse leader for this important nursing management role. This Nurse Manager will be responsible and accountable for planning, coordinating, administering, and evaluating nursing care, and supervising nursing personnel assigned to the Operating Rooms (OR), Post Anesthesia Care Unit (PACU), and the Same Day Surgery Unit (SDS). He/she will manage the daily operation of these clinical areas, ensuring that performance improvement and risk assessment activities are developed and completed for ongoing assessment of all aspects of patient care delivery. This Nurse Manager is responsible for assuring compliance with Joint Commission and other internal/external regulatory agencies and implementing actions to meet established performance measures and quality indicators. He/she will work closely with Anesthesia and Surgical, Sterilization, Processing and Decontamination (SPD) Services to assure that the environment is conducive to safe, quality patient care and that the flow of patients through the peri-operative areas promotes optimal efficiency. With the current increase in OR utilization, we are creating an ideal healing environment with the latest in electronic medical record technology, larger operating suites, and integrated family visiting areas with wireless access points. The OR includes 7 suites and 1 Cysto Room. This Nurse Manager will be responsible for planning, managing and effectively coordinating the daily operations within these suites, serving as the direct supervisor for all nursing staff assigned to Perioperative Services and playing an integral role in construction and equipment selection for these patient care areas. This Nurse Manager will report directly to the Chief Nurse for Acute Care, Overton Brooks VAMC.
Duties to include but not limited to the following:
Adheres to all established policies, standards of care and standards of practice as set forth for the VAMC.
Has demonstrated expertise in surgical area.
Has demonstrated leadership experience.
Maintains positive interpersonal relationships with staff and other departments.
Identifies unsanitary conditions which may impose danger to self, customers, employees or property and follows through to abate and/or minimize the impending hazard. The employee demonstrates an understanding of Green Environmental Management System (GEMS); emergency procedures, including fire response; Chemical Hygiene Plan or Hazard Communication, as appropriate; hazard recognition and reporting; Infection Control/Blood-borne Pathogens/Standard Precautions; use and maintenance of personal protective equipment; equipment operation and maintenance, and other safety and sanitation standards. Safeguards equipment and property against loss, neglect, misuse and damage at all times. Incumbent will be able to reprocess Reusable Medical Equipment (RME) via High Leave Disinfection or Sterilization as applicable and be certified annually on the specific equipment for which they are responsible.
Provides leadership in implementing nursing process for optimal outcomes for the veteran.
Maintains all standards daily in regards to The Joint Commission.
Ethics: Makes decisions based on professional standards and scope of practice (i.e. Nurse Practice Act, ANA standards) and on VA Policy/Procedures.
Adheres to time-out policy.
Veteran and their family/caregiver advocate.
Seeks assistance in any and all matters that they are not a subject expert on.
Participate on assigned groups/meetings etc.
Tour of Duty: Normal work days/hours will be Monday-Friday, 7:30 AM to 4:00 PM, with work day/hours flexibility required as patient care needs require. This position has 24 hour accountability.
Grade and salary for these positions will be determined by the Nurse Professional Standards Board (NPSB).

BASIC REQUIREMENTS:
U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Full unrestricted Licensure, Certification, or Registration required.
Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.
The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6).
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
EDUCATION/EXPERIENCE REQUIREMENTS:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, no experience.
Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of experience, or an ADN or Diploma in Nursing and a bachelor's degree in a related field and no experience; or a Bachelors of Science in Nursing (BSN) and no experience.
Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of experience, or an ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 1-2 years of experience; or a BSN with approximately 1-2 years of experience, or a Master's degree in nursing (MSN) or related field with a BSN and no experience.
Nurse II - A BSN with approximately 2-3 years of experience, or ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 2-3 years experience or a Master's degree in nursing or related field with a BSN and approximately 1-2 years experience, or a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no experience.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years experience or Doctoral degree in nursing or related field and approximately 2-3 years experience.
GRADE DETERMINATIONS:
Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel.
