Qualifications:
A baccalaureate degree plus three years of professional level experience in social services, teaching, counseling, human resources, nursing, recreation therapy, music therapy, physical therapy, art therapy, rehabilitation instruction, rehabilitation evaluation, or worker''s compensation dispute resolution, two years of which must have been in rehabilitation counseling.
SUBSTITUTIONS
A baccalaureate degree in rehabilitation counseling will substitute for the one year of required general experience.
A master's degree in any field will substitute for the one year of required general experience.
Specialized and advanced degrees will only substitute for the one year of required general experience.
NOTE:
There is no substitution for the degree.
NOTE:

To provide direction to and to assist professional Louisiana Rehabilitation Services staff within a specific geographic area in the provision of vocational rehabilitation services to individuals with a wide variety of severe disabilities to improve the quality of their lives and to help them achieve their goal of an employment outcome.

Supervision Received:
Broad review from the Rehabilitation Regional Manager.
Supervision Exercised:
Direct-line over Rehabilitation Specialists, Rehabilitation Counselors, Rehabilitation Facility Supervisors, and clerical staff and may include Rehabilitation Evaluators and lower-level facility managers or supervisors.

Job Distinctions:
Differs from Rehabilitation Counselors by the responsibility for line supervision of staff and program operation.
Differs from Rehabilitation Regional Manager by lack of responsibility for community rehabilitation programs and services within an entire region.
Examples of Work:
Supervises subordinate staff in local offices, state community rehabilitation programs and area offices within a regional area.
Serves as agency liaison in mediating complaints between the agency, consumers and businesses and prepares reports on findings and makes recommendations for remedial action.
Consults with and gives assistance to professional staff regarding complex and specialized rehabilitation cases on individuals with severe disabilities to include psychiatric, deaf, blind, substance abuse, mental retardation and other development disabilities, spinal cord injuries, traumatic brain injuries, etc.
Provides expertise and serves as a primary resource regarding specialized programs, community rehabilitation programs, job development , job placement strategies (i. e., job opportunity workshops) for the employment of individuals with severe disabilities, etc. Serves as supervising counselor for and resource individual to training institutions.
Provides various training to include initial training of new staff on agency policies and procedures in the provision of services to clients, orientation training on counselor skills, relative in-house and field training on a regular basis, etc.
Holds scheduled management meetings with subordinate staff to discuss agency matters such as policy and procedure changes, technology advances, area labor market data, agencies marketing plan, etc.
Assists professional staff with overall planning and case management. Conducts random case reviews with counselors to assure appropriate services are provided to clients and to assure that casework is within federal, state, and agency guidelines.
Evaluates performance of staff, assists with setting goals, and develops appropriate work plans.
Counsels staff and recommends appropriate disciplinary action based on previous remedial action taken and consequences of action.
Prepares reports of factual statistical data in regard to production, service delivery, and caseload management.
Collaborates with a variety of other agencies, business, industry, civic groups, agency supervisors, and public officials to develop a community partnership for developing and obtaining employment for individuals with disabilities.
Serves on committees, task forces, and panels as agency representative.
Makes public presentation to business and industry groups, community and civic organizations, and schools and human resource programs to develop referral sources, explain incentive programs such as on-the-job training, and promote employment opportunities for individuals with disabilities.
Conducts interviews, participates on interview panels, conducts reference checks, and makes recommendations for selection of new personnel, reallocations, promotions, etc. subject to the review and approval of the Rehabilitation Regional Manager.
Responsible for conducting and coordinating services with training programs, vendors, etc. Coordinates and conducts public forums and public hearings.
May serve as assistant to and act in the absence of the Rehabilitation Regional Manager and performs other duties as delegated.Estimated Salary: $20 to $28 per hour based on qualifications.
